Job Overview:

The Admin & Logistics Manager has a key role responsible for overseeing and managing all administrative and logistical functions of IRC Country Office. This position ensures the efficient, effective, and compliant delivery of support services to programs and staff, enabling the organization to achieve its mission. The manager will lead a team and be accountable for asset management, fleet management, facilities, and general office administration, ensuring adherence to both organizational policies and donor regulations.

 

Major Responsibilities:

 

1. Logistics and Supply Chain Management:

  • Fleet Management: Manage the organization's fleet of vehicles, including maintenance, repairs, fuel consumption tracking, and vehicle allocation. Ensure all drivers and vehicles compliant with safety regulations and organizational policies.
  • Warehouse & Inventory Management: Oversee the proper management of all goods and supplies. This includes managing storage facilities, conducting regular stock counts, and maintaining accurate inventory records.
  • Asset Management: Maintain a comprehensive and up-to-date asset register. Ensure all assets are properly tagged, tracked, and disposed of according to policy.
  • Transportation: Plan and coordinate the safe and timely transportation of goods, materials, and staff to different project locations.

 

2. Administration and Facilities Management:

  • Office Administration: Ensure the smooth daily operation of the office(s). This includes managing office supplies, equipment, utilities, and general maintenance. Ensure that invoices relating to administrative management are paid on time.
  • Facilities Management: Oversee the security, maintenance, and repair of all organizational premises, including offices and staff accommodation.
  • Travel and Accommodation: Coordinate and manage travel arrangements for staff, consultants, and visitors, including flights, visas, and hotel bookings.
  • Information Management: Supervise the maintenance of a proper filing and documentation system for all administrative and logistical records.

 

3. Financial, Budgetary Management and reporting:

  • Budgeting: Contribute to the development of annual and project-specific budgets for administrative and logistics activities.
  • Financial Oversight: Monitor and manage the logistics and administration budgets, ensuring expenditures are well-documented and within approved limits.
  • Reporting: Prepare regular reports on logistics and administrative activities, including procurement trackers, asset reports, and fleet analysis, for internal review and donor reporting to supervisor each month.

 

4. Team Leadership and Staff Management:

  • Supervision: Directly supervise and mentor the Admin and Logistics team members, including drivers, cleaners, and other support staff.
  • Capacity Building: Identify training needs and provide coaching to staff to enhance their skills and performance.
  • Performance Management: Conduct regular performance appraisals, set objectives, and ensure a positive and efficient work environment.

 

5. Compliance, Safety, and Security:

  • Policy Implementation: Develop, review, and enforce administrative and logistical policies and standard operating procedures (SOPs) in line with best practices and donor requirements.
  • Risk Management: Proactively identify and mitigate risks related to administrative and logistical operations.
  • Safety & Security: Ensure that all logistical activities are carried out with a strong emphasis on staff safety and security. This may include coordinating with security focal points and implementing security protocols.

 

6. Regulatory Compliance Monitoring

  • Monitor and ensure compliance with regulatory requirements established under the agreement/convention with the government (Host Country Agreement), including tracking deadlines and obligations related to tax filings, exemptions, and payments (e.g., customs duties, VAT, and other applicable taxes). Liaise with relevant government authorities and internal Finance/Compliance teams to ensure timely reporting and payment, maintain up-to-date records of all regulatory correspondence and filings, and promptly flag any risks of non-compliance to management.

 

Job Requirements:

 

Education (Knowledge)

  • Bachelor’s degree in business administration, Logistics, Supply Chain Management, or a related field. A master’s degree is a plus.
  • Minimum of 5-7 years of relevant experience in a similar role, with at least 2-3 years in a managerial or supervisory position, preferably within the NGO or humanitarian sector.
  • Proven experience in managing the full supply chain, including procurement, warehousing, and transportation.
  • Strong knowledge of donor regulations is highly desirable.
  • Excellent organizational, planning, and problem-solving skills.
  • Strong leadership and team management abilities.
  • Proficiency in Microsoft Office Suite and logistics management software.
  • Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
  • Fluency in English, French is required.
