Communications and Stakeholder Engagement Officer, African Medicines Agency (Seconded)

PATH is recruiting a Communications and Stakeholder Engagement Officer, based in Kigali, Rwanda, to strengthen strategic communications, stakeholder engagement, and advocacy efforts that advance the African Medicines Agency (AMA) agenda across Africa. If you are the successful candidate, you will play a pivotal role in creating and delivering clear, consistent communications outputs, including compelling narratives, amplifying regional progress, and mobilizing stakeholder engagement to accelerate access to lifesaving health innovations through regulatory efficiency. Your work will help ensure underserved populations benefit from advances in research & development and technology, making health innovation a global common good. You will have a solid reporting line to AMA’s Communication Directorate (Head of Communications) and a dotted reporting line to PATH’s Regional Director, Center for Advocacy and Policy.

Responsibilities:

• Support AMA in the development and implementation of its strategic communications and stakeholder engagement plans, building existing strategies to strengthen regulatory systems across Africa.'
•  Support creation and dissemination of high-quality content, including media releases, social media posts, policy briefs, success stories, and other advocacy materials that elevate AMA's work and impact in collaboration with partners
• Translate complex regulatory and R&D concepts into accessible, engaging messages tailored to policymakers, donors, civil society, and the public.
• Support the organization of high-level events, webinars, and learning exchanges, ensuring strategic messaging and brand alignment.
• Collaborate with technical teams and partners to capture and disseminate best practices and lessons learned in regulatory harmonization and systems strengthening.
• Monitor and evaluate communications activities to report on progress and ensure alignment with AMA's strategic objectives and partner reporting requirements.
• Build and maintain relationships with key stakeholders including AU bodies, national regulatory authorities, media, and advocacy networks.
• Represent AMA in strategic convenings as delegated by the Communications Directorate, and support multi-stakeholder dialogues to address policy and regulatory challenges.
• Work closely with PATH’s Communications Officer and Senior Program Officer-Regulatory, elevating AMA’s technical and thought leadership—through policy briefs, articles, and other advocacy communications that advance Africa’s regulatory harmonization agenda.

Required Skills and Experience:

• Education & Expertise – bachelor’s degree in communications, Public Health, International Relations, Journalism, or related field. Master’s degree preferred.
• Strategic Communications – Proven experience designing and executing communications strategies for global health or policy initiatives.
• Demonstrated experience leading stakeholder engagement initiatives in health, regulatory affairs, public policy, or international development, with proven ability to facilitate multi-stakeholder dialogue and drive collective action across diverse partners Technical Translation
• Strong ability to distill complex scientific or regulatory information into compelling, actionable messages.
• Content Creation – Demonstrated skill in writing, editing, and producing multimedia content for diverse audiences. Strong proficiency in written and verbal communication in English and French.
• Stakeholder Engagement – Experience working with governments, AU institutions, civil society, and media partners. Project Management – Ability to manage multiple priorities and deliver high-quality outputs on deadline.
• Cultural Agility – Proven ability to work across geographies, cultures, and sectors, adapting to changing priorities and political contexts.
• Legal Work Authorization – Must have legal authorization to work in Rwanda. 
• AMA Engagement – Familiarity with AMA’s mandate, operations, and Africa’s regulatory harmonization initiatives, including the AMA Treaty and AU Model Law on Medical Products Regulation
• Health Innovation Storytelling – Experience communicating about health technologies, R&D, or regulatory systems.
• Digital Communication – Experience with social media strategy, digital campaigns, and analytics tools.
