Overview of the role and responsibilities

Scope of Work Consultant of Livelihood and Economic Programing 
Background
Save the Children Indonesia (SC IDN) is expanding its portfolio in livelihoods, economic resilience, youth employment, financial inclusion, climate-resilient livelihoods, agriculture, market systems development, and economic empowerment to improve children's wellbeing and household resilience.
To strengthen the quality and competitiveness of proposal development and ensure evidence-based programming, SC IDN seeks a Livelihood and Economic Programming Advisor to provide strategic technical leadership throughout the business development cycle while also supporting implementation quality through technical advisory services.
Objective
The objective of this consultancy is to provide high-quality technical expertise in livelihood and economic programming to:

  • Strengthen the technical quality and competitiveness of funding proposals.
  • Ensure proposed interventions are evidence-based and aligned with global good practices.
  • Review and synthesize relevant evidence, research, and sectoral studies.
  • Provide strategic technical guidance during project implementation to ensure quality delivery and adaptive management.

The consultant will work closely with the Resource Mobilization, Programme Development & Impact (PDI), and Programme Operations teams.
The consultant will undertake, but not be limited to, the following responsibilities:

  1. Proposal development: Lead and provide technical inputs for the design of concept notes and proposals, including intervention strategies, Theory of Change, results framework, and technical narratives.
  2. Technical Research and Evidence Review: Review and synthesize relevant research, assessments, policies, and global best practices to ensure evidence-based and innovative programme design.
  3. Technical Advisory during Project Implementation: Provide strategic technical advice on livelihood and economic programming throughout project implementation, including reviewing technical deliverables, advising on adaptive management, and recommending quality improvements.
  4. Capacity Strengthening: Build the capacity of project teams through technical guidance, mentoring, and knowledge sharing on livelihood and economic programming.
  5. Support technical discussions with internal teams, partners, and donors during proposal development and project implementation.
