Job Description

Overview of the role and responsibilities

PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing heath challenges. 

 

PATH is implementing the CDC-funded Technical Assistance Platform to strengthen digital health systems, health information systems, and standards-based interoperability for HIV, TB, and broader public health priorities. In the DRC, TAP supports the Ministry of Health, including ANICNS and PNLS, in deploying, optimizing, and scaling up electronic medical record systems and related digital health infrastructure.

 

The Digital Health Country Coordinator will provide country-level coordination, technical oversight, stakeholder engagement, and implementation support for TAP digital health activities in the DRC. The Coordinator will serve as a key link between PATH, CDC, ANICNS, PNLS, regional health offices, health facilities, implementing partners, and technical teams to ensure that TAP activities are well planned, aligned with national priorities, implemented on schedule, documented, and sustained.

 

Key Responsibilities

 

Country coordination and stakeholder engagement

Coordinate TAP implementation activities with CDC, ANICNS, PNLS, regional health authorities, implementing partners, and facility stakeholders. Serve as a coordination bridge across government, donor, partner, and technical teams to promote alignment, avoid duplication, and ensure timely follow-up on agreed actions.

 

EMR implementation and technical support

Support the planning, deployment, customization, testing, and optimization of EMR systems in targeted regions and facilities. Assist with translating clinical, programmatic, reporting, and workflow requirements into practical implementation plans, technical requirements, user stories, and deployment actions.

 

Work planning and implementation oversight

Support the development and updating of country workplans, implementation timelines, activity trackers, deliverables, and responsibility matrices. Monitor progress, flag risks and delays, identify bottlenecks, and propose practical mitigation strategies.

 

Data governance, privacy, security, and compliance

Support implementation approaches that comply with DRC data privacy requirements, national policies, and best practices for data protection, confidentiality, secure system use, backup, disaster recovery, and responsible handling of patient-level data.

 

Capacity strengthening and mentorship

Support the design and delivery of training for health workers, facility managers, IT staff, regional teams, and local implementers. Contribute to training materials, user guides, SOPs, job aids, and practical implementation documentation.

 

Monitoring, reporting, and documentation

Prepare regular implementation updates, monthly progress reports, meeting summaries, issue logs, technical briefs, and other reporting products required by PATH, CDC, and country stakeholders. Document lessons learned, challenges, mitigation actions, user feedback, and recommendations.

 

Sustainability and scale-up

Support sustainability planning for TAP-supported EMR and digital health investments, including governance, financing, workforce capacity, system maintenance, local ownership, and scale-up pathways.

 

Required Qualifications

  • Master’s degree or equivalent experience in health informatics, information systems, computer science, public health, digital health, engineering, project management, or a related field.
  • At least ten years of experience in digital health, health information systems, EMR implementation, public health informatics, software implementation, or health IT project management.
  • Experience coordinating multi-stakeholder digital health or public health activities involving government, donors, implementing partners, technical teams, and facility-level users.
  • Strong understanding of EMR implementation processes, including requirements gathering, configuration, testing, deployment, training, troubleshooting, and maintenance.
  • Experience with work planning, implementation tracking, risk management, documentation, reporting, and partner coordination.
  • Strong communication, writing, facilitation, organizational, and problem-solving skills.
  • Fluency in French and working proficiency in English.

 

Preferred Qualifications

  • Experience working with the DRC Ministry of Health, ANICNS, PNLS, regional health authorities, or DRC health implementing partners.
  • Experience with OpenMRS, DHIS2, laboratory information systems, patient identity management, or other open-source digital health platforms.
  • Familiarity with interoperability standards, health data exchange, data governance, data privacy, cybersecurity, and health information system architecture.
  • Experience supporting EMR deployment in low-resource, low-connectivity, or facility-based implementation environments.
  • Knowledge of HIV/TB program workflows, PEPFAR reporting requirements, and routine health information systems.

 

Core Competencies

The successful candidate will bring strong country-level coordination skills, practical digital health implementation experience, sound technical judgment, strong documentation discipline, and the ability to work effectively across government, donor, implementing partner, clinical, and technical teams. The role requires a practical implementer who can keep TAP activities aligned, documented, and moving toward sustainable country ownership.
