1. Context
The International Rescue Committee (IRC) responds to the world's worst humanitarian crises and helps people survive and rebuild their lives. Founded in 1933 at the behest of Albert Einstein, IRC provides lifesaving care and life-changing assistance to refugees forced to flee war or disaster. IRC began operations in Cameroon in 2016 to meet some of the growing needs of people affected by Boko Haram-related violence in the country's Far North. Assistance to displaced populations extends across the Far North, notably Mayo Sava, Mayo Tsanaga and Logone & Chari, by providing assistance to increase access to water and improve hygiene practices in the displaced communities and vulnerable hosts, cash support programs to enable poor families to meet basic needs and improve food security, and protection programs, particularly by meeing the specific needs of women and girls. The coordination office is in Yaoundé with field bases in Maroua and Kousseri.

 

Following the growing crisis in the Northwest and South West regions of Cameroon, IRC expanded its operations to the South West region in August 2018 and the North West region in December 2019. IRC provides vital humanitarian assistance to internally displaced populations, with a field base in Buea, Kumba and Bamenda. IRC Cameroon is committed as expressed in its strategic action plan 2022, to continue providing essential humanitarian services, emphasizing on the need for secured communities and ensuring that affected populations can meet their basic needs and do not resort to negative coping mechanisms.

 

2. Summary
The ERD Cash and Livelihoods Assistant position plays a central role in the implementation of Multipurpose Cash Assistance (MPCA) and Income Generation Assistance (IGA/livelihoods) programming in Manyu Division, South West Region. The post focuses primarily on supporting referral cases — households identified by protection case management and community structures in Nchang and Mamfe Central protection communities (Mamfe Central Sub-Division) and Kembong (Eyumojock Sub-Division) — who are referred into ERD programming for MPCA and livelihood support. The ERD Assistant will spend most of his/her time in the field: identifying and verifying referred clients, establishing and maintaining relationships with co munity authorities and referral partners, overseeing community mobilisation, supporting the selection and registration of eligible beneficiaries through a participatory and protection-sensitive approach, supervising MPCA distributions, supporting IGA business plan development and monitoring, managing feedback and complaints, and providing regular narrative and data reports to the ERD Senior Officer NWSW.

 

3. Intervention zone
The position is based in Mamfe, Manyu Division, with field interventions primarily in Nchang community (Mamfe Central Sub- Division) and Kembong community (Eyumojock Sub-Division). Interventions are centred on protection case management referrals to MPCA and IGA livelihoods support. Other communities within Manyu Division may be added based on programme needs and access.

 

4. Responsabilities

  • Coordinate with protection case management teams, community leaders, and partner organisations to receive, verify, and process referral cases from Nchang and Kembong communities for MPCA and IGA livelihoods support; ensure that referred clients meet eligibility criteria and are registered into the beneficiary database with accurate and complete information.

  • Ensure daily activities on the field are according to the IRC 's standards,

  • Maintain open and professional relationships with the team members, promote team spirit, and provide oversight and direction to enable supervisors effectively perform their duties.

  • Participate in raising awareness of the main stakeholders, local authorities, partners, communities and targeted households on the objectives of current projects, deadlines and activities to be implemented.

  • Participate in identification of project locations and community mobilization process in the targeted geographic locations.

  • Participate in the identification, registration and selection of project beneficiaries according to selection criteria defined by a participatory and inclusive community approach;

  • Work in close collaboration with community targeting committees, complaint management committees (CGP) in the implementation of all project activities in the intervention localities.

  • Support and supervise the distribution of Multipurpose Cash Assistance (MPCA) to eligible beneficiaries, including coordination with the Financial Service Provider (Express Union or equivalent), onsite monitoring, and reconciliation of distribution records.

  • Collect the relevant data during project implementation and regularly provide reports to his supervisor.

  • Conduct post-distribution monitoring (PDM) and IGA business monitoring visits to assess the impact of MPCA and livelihoods support on beneficiary households, and report findings to the ERD Senior Officer NWSW.

 

5. Other responsibilities

  • All other functions assigned by the supervisor to allow the development of IRC programs

  • Forward purchase requests and tracking of PRs if necessary.

A. Technical Quality

  • Support IGA clients in the development and implementation of individual business plans, provide facilitation support during CEFE business skills training sessions, and monitor business installation and performance against approved plans during field visits.

  • Ensure the quality and integrity of MPCA distribution and IGA business installation processes, including appropriate documentation, photo evidence, and beneficiary acknowledgement records.

  • Act as mediator between beneficiaries, implementation partners and IRC,

  • Produce quality activity report

B. Monitoring

  • Prepare and submit weekly/monthly plans/reports.

  • Carry out some assessments in implementing communities as need arises.

C. General

  • Commit to respecting the IRC Way (IRC Code of Ethics and Professional Conduct).

  • Commit to ensuring the optimal implementation of IRC Policies in the context of their work.

  • Be available to carry out any other ad hoc task deemed useful by his direct superior or by the IRC.

  • Produce reports on programmatic activities on a weekly and Monthly basis

D. Other functions

  • Ensure that all activities will be implemented in accordance with IRC operational policies.

  • Other additional tasks assigned by the supervisor.

E. Required profile: Qualifications and skills

  • Degree in Economics, International Development, Sociology / Psychology, Agronomy or Nutrition, or relevant significant and equivalent professional experience

  • Minimum 1-2 years of experience in implementing NGO-initiated activities with good emergency background in community development projects

  • Excellent understanding of the process of beneficiary identification, selection and registration with community involvement

  • Aptitudes in the development of business plans and their implementation

  • Able to be multitasking

  • Have excellent computer skills: Word, Excel, Power Point and MS Outlook.

  • Have a sense of organization and a strong ability to work under pressure

  • Have excellent interpersonal skills and team spirit

  • To be able to work autonomously and as part of a team.

  • Have the ability to work efficiently and effectively in a timely manner.

  • Have a mastery of projects and the coordination of staff working under his/her department.

  • Have excellent planning and communication skills.

  • Ability to speak English and Pidgin fluently
