Overview of the role and responsibilities
Duties and Responsibilities
Under the present Terms of Reference and guided by the international standards and materials developed by the UN system broadly and the OHCHR, the Consultant will undertake the following tasks: 1. Development of workshop program and materials, including a. Develop a structured workshop program covering ECHR case law on equality and non-discrimination, including on ethnic, religious, and linguistic grounds, as well as relevant UN human rights mechanisms and standards; b. Prepare workshop materials, including presentations, case studies, practical exercises, and background reading materials adapted to the Moldovan context; 2. Delivery of workshops and expert discussions. Facilitate 8 interactive and practice-oriented workshops/expert sessions, including case analysis, group work, and discussions, tailored to the mandates and needs of the Equality Council and the Ombudsperson’s Office and other actors, including: • 5 sessions focused on the case law of the European Court of Human Rights; • 3 sessions focused on UN human rights mechanisms. 3. Submission of a final report summarizing: • Sessions conducted and topics covered. • Key findings and participant engagement. • Recommendations for further capacity-building
Master in law, human rights, political and social studies or other relevant discipline. At least 5 years of relevant professional experience in the field of human rights, law, or related areas At least 2 years of experience in designing and delivering capacity-building activities, including trainings, workshops, or expert briefings for public institutions, National Human Rights Institutions, or legal professionals Strong expertise in ECHR case law, particularly in the areas of equality, non-discrimination, and minority rights; Experience working with government institutions, NHRIs, or justice sector actors in Moldova or similar contexts is an asset Knowledge of the Moldovan legal and institutional framework, including the mandates of the Equality Council and the Ombudsperson’s Office, is a strong asset Experience in facilitation of trainings and expert discussions, including development of training materials and methodologies
• Fluency in Romanian and/or Russian (knowledge of both is a strong advantage); • Working knowledge of English.
