This position will be based in Dnipro office, with frequent travel across nearby oblasts.
JOB SUMMARY:
Senior Health Officer will supervise and manage Mobile Medical Units (MMUs) health staff to ensure effective implementation of activities aligned with IRC health strategy and plans, coordinating schedules with local communities and authorities to guarantee accessible healthcare. Furthermore, will conduct rapid health needs assessments with the Health Manager and MHPSS Senior officer, perform regular field visits to monitor activities, uphold clinical guidelines, and maintain IRC standards. Additionally, will oversee data registration and reporting to ensure program quality. Also, will prepare timely reports, represent IRC in local coordination meetings and events.
MAIN RESPONSIBILITIES:
- To manage and supervise the Mobile Medical Units health staff, and ensure smooth implementation of MMU activities, in line with IRC Health strategy and plans.
- To prepare regular schedules of MMU work in coordination with local communities and relevant authorities, ensuring accessibility and availability of health care services in IRC supported locations.
- To manage and supervise field-based health staff and ensure the effective implementation of health activities in line with IRC Health strategy, work plans, and quality standards.
- To coordinate schedules for field-based health service delivery in collaboration with local communities, health facilities, and relevant authorities, ensuring the accessibility and continuity of services in IRC-supported locations.
- In collaboration with Health Manager and MHPSS Senior Officer, conduct rapid assessments to identify health needs in various locations and determine potential responses.
- When required, participate in MMU field visits as doctor and provide medical consultations and primary healthcare services to IRC clients in accordance with approved clinical protocols and organizational standards.
- To perform regular field visits to MMU locations to monitor activities, ensure adherence to clinical guidelines, and maintain IRC standards.
- To assist in MEAL activities through supervision, data collection, and client feedback to ensure program quality.
- To support MMU data registration, collection, and ensure timely database entry and reporting.
- To participate in preparation of weekly and monthly reports to meet IRC and donor requirements.
- To assist the Pharmacist in ordering, storing, and distributing medicines, supplies, and equipment for MMU teams.
- As needed, to represent IRC in local coordination meetings, health clusters, and liaise across IRC teams to meet health program objectives.
- To ensure health staff understand and comply with IRC security protocols and report any security incidents or concerns.
- As a people manager, foster a supportive and goal-driven team environment, manage conflicts effectively, ensure adherence to organizational policies, safeguarding standards and promote proactive collaboration across functions and teams
MINIMUM QUALIFICATIONS
- An advanced university degree (Master's level or above) in medicine.
- At least 2 years of post-qualification work experience as a doctor in a relevant field is required.
- Previous experience in health programs and NGO experience are preferred.
- Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines.
- Bilingual in Ukrainian and Russian required, intermediate verbal and writing skills in English desirable.
- Strong attention to detail, organizational. and time management skills.
- Willingness and ability to travel independently domestically.
- Computer proficiency in Windows environment (Microsoft Word, Excel).
REPORTING LINES
- Position Reports directly to Health Manager, technically to Deputy Health Coordinator
- Position supervises: Field Health Staff (Doctor trainer, Nurse, Pharmacist).
- Closely collaborations with: Mental Health and Psychosocial Support (MHPSS) Senior Officer; Pharmacist; Psychologist, Psychiatrist;
