Job Description

This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.

The ICLA Project Coordinator will manage the ICLA project in North-East Ukraine, overseeing the team and activities in Kharkiv and Sumska oblasts. They will focus on implementation plans, team capacity building, skill transfer, and improving ICLA services, ensuring legal assistance and training are delivered in line with NRC strategies and standards.

Generic responsibilities

1. Adherence to NRC policies, guidance, and procedures
2. Contribute to ICLA strategy development, and project proposal drafting and provide input on needs and gaps.
3. Coordinate, manage, and implement the portfolio of ICLA projects (activities, budget, and project documentation) as delegated by the ICLA Project Manager in line with proposals, strategies, and donor requirements, and ensure high technical quality.
4. Support the implementation of project cycle management activities according to the NRC framework.
5. Oversee the provision of legal services to NRC beneficiaries in the relevant area.
6. Ensure that projects target beneficiaries most in need of legal protection, explore and assess new and better ways to assist.
7. Promote and share ideas for improvement and necessary changes in the activities.
8. Supervise the ICLA team located in the Kharkiv and Shostka offices, ensure their capacity building, and transfer key skills;
9. Contribute to protection needs and trends identification.
10. Liaise and collaborate with relevant local authorities and other key stakeholders.

Specific responsibilities

1. Identify suitable locations for ICLA outreach and activities in coordination with the team.
2. Lead coordination efforts with key stakeholders for ICLA activities in the area of operation.
3. Manage and support the ICLA team, ensuring effective implementation and field visit planning.
4. Monitor the quality of ICLA services and address any issues.
5. Conduct field visits to assess needs and identify implementation challenges.
6. Monitor and document concerns during legal case management.
7. Track project performance and progress using the ICLA database and monitoring tools.
8. Assist in developing reporting templates and contribute to the creation of SOPs, checklists, and tools.
9. Provide timely and accurate reports on implementation, both quantitative and qualitative.
10. Support proposal writing, report drafting, and budget preparation as needed.
11. Conduct technical assessments and offer recommendations.
12. Coordinate with other NRC programs to ensure integrated interventions.
13. Share technical analysis, lessons learned, and reports to support organizational learning.
14. Organize and facilitate trainings, workshops, and other events.
15. Ensure efficient use of internal and external referral systems.
16. Provide regular progress updates and maintain proper document filing.
17. Perform other tasks as requested by management.

Qualifications

Competencies

1. Professional competencies


Generic professional competencies:
• Minimum 3 years of relevant job experience, preferably within the humanitarian sector
• Documented results related to the position’s responsibilities
• Proven experience in coordinating activities and liaising with external actors
• Previous experience from working in complex and volatile contexts
• Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
• Proficient in English at an upper-intermediate level, both written and spoken

Context/ Specific skills, knowledge and experience:
• Bachelor's degree in law, human rights, international relations, political sciences or equivalent
• Knowledge of legal frameworks for displaced persons and international human rights law
• In-depth knowledge of the context in Ukraine
• Fluency in the Ukrainian and Russian languages
• Experience with the start-up of legal protection programmes is an asset
