JOB PURPOSE.

 

The INGO Forum Coordinator coordinates the Central African INGO Forum (Comite de Coordination des ONGI en Republic Centraficaine i.e. CCO), an independent platform of 53 international NGOs. The role ensures effective coordination, advocacy, and representation of INGOs in CAR while strengthening partnerships with government, UN agencies, donors, and civil society.

The position is responsible for implementing the Forum’s strategy and roadmap, leading the Secretariat, and ensuring that the Forum remains relevant, responsive, and impactful in addressing humanitarian, recovery, and development needs in CAR.

In its capacity as the host agency of the CAR CCO Forum since April 2025, World Vision provides administrative and grant management support to the Forum, including facilitating the recruitment and hiring process for this key position. Although the position is formally employed by World Vision, the INGO Forum Coordinator is fully seconded to the CCO Forum. This position reports both strategically and administratively to the President of the INGO Steering Committee (Comex) with administrative support from World Vision, as per the established Memorandum of Understanding.

 

 

1. Operations & Governance

  • Implement the CCO strategy and roadmap approved by the CCO membership.
  • Report to Steering Committee (COMEX) and members on programmatic and financial progress.
  • Ensure compliance with policies and donor requirements.
  • Manage Secretariat staff (national & international).
  • Represent INGOs interests at national and global levels.
  • Facilitate collaboration and information sharing among INGOs.
  • Oversee office operations, budgeting, and accountability.
  • Support the smooth functioning of the CCO governance structure and systems in close collaboration with the Steering Committee and wider CCO membership.
  • Maintain relationships with host agency (WV CAR) as per MoU.

 

2. Strategic Coordination & Representation

  • Facilitate coordination and engagement with INGOs, UN agencies, government entities, and strategic partners to ensure aligned and effective collaboration.
  • Organize and facilitate high-level meetings, coordination forums, and thematic working groups.
  • Strengthen engagement between INGOs and civil society, including national NGOs, to promote inclusive and locally driven responses.
  • Represent INGO interests in key coordination platforms, including the Humanitarian Country Team (HCT), donor groups, and advisory boards, etc.
  • Actively participate in high-level meetings, external forums, and networking events to advance strategic partnerships.
  • Engage proactively with donors, UN agencies, government authorities, and diplomatic actors to support advocacy and resource mobilization.
  • Ensure strong external positioning and strategic influence aligned with the CCO’s priorities and objectives.
  • Maintain accountability to INGO members by ensuring transparency, consultation, and responsiveness to their needs and perspectives.

 

3. Advocacy, Policy & Communications

  • Liaise and advocate with relevant authorities and government bodies to address operational challenges faced by humanitarian actors, ensuring timely resolution of access, compliance, and coordination issues.
  • Execute the implementation of the member-approved CCO advocacy strategy.
  • Support development of policy positions and briefs.
  • Coordinate with advocacy working groups.
  • Identify advocacy opportunities at national and international levels.
  • Influence policy through evidence-based communication in line with CCO’s strategy.
  • Promote Nexus approaches linking humanitarian, development, and peacebuilding efforts.

 

4. Project Management & Resource Mobilization

  • Oversee high-quality project implementation and donor reporting
  • Update CCO workplans as needed
  • Ensure compliance with policies and donor requirements
  • Manage consultants, researchers or other external support hired to advance specific pieces of work under the CCO programs and strategy.
  • Identify funding opportunities to ensure the financial sustainability and viability of the CCO.
  • Lead the development of CCO funding proposals, concept notes, and grant applications.

5. Information Sharing & Analysis

  • Provide analysis on humanitarian and political context, as needed
  • Support coordination through data and evidence
  • Maintain communication channels and membership platforms
  • Supervise website, branding, and communication tools

6. Human Resources

  • Manage Secretariat staff (national and international), performance, and development.
  • Ensure staff care and team cohesion of the Secretariat staff.

7. Accountability to Beneficiaries

  • Promote accountability to affected populations.
  • Ensure alignment with humanitarian, recovery and development standards and principles.

REQUIRED EDUCATION, TRAINING, LICENSE, REGISTRATION, AND/OR CERTIFICATION.

  • Master’s degree in international relations, political science, development, or related field

 

REQUIRED PROFESSIONAL EXPERIENCE.

  • Minimum 7 years in humanitarian or conflict settings
  • Senior leadership or coordination experience (Country Director or previous Forum Coordination experience or equivalent preferred)
  • Proven experience in advocacy and multi-stakeholder coordination
  • Experience managing multicultural teams

 

LANGUAGE REQUIREMENTS:

  • Fluent in French and English (written and verbal)

 

TRAVEL AND/OR WORK ENVIRONMENT:

  • Based in Bangui with approximately 15% travel
  • Ability to work under intense pressure and in rudimentary conditions.

 

PREFERRED EXPERIENCE, KNOWLEDGE AND/OR OTHER QUALIFICATIONS.

  • Experience in CAR or Central Africa
  • Knowledge of humanitarian law and reform systems
  • Experience managing NGO platforms or coalitions
  • Strong understanding of conflict sensitivity and protection
  • Advanced computer literacy
