Job Description:

MAJOR RESPONSIBILITIES

Technical Leadership

• Assist in development of overall NO (National Office) strategy
• Assist in development of Livelihood technical approaches (TA)
• Assist in development of Livelihood technical guidance
• Assist with ongoing improvements to Livelihood TA/TP (Technical Programme) design to ensure it remains relevant to context, incorporates innovation, by providing field-level information
• Remain up to date with Livelihood research, policy, guidance and initiatives and ensure dissemination to field staff 
• Work with WV staff and partners to guide technical interpretation of technical models
• Take leadership, support and guide field staff in  implementation of livelihood programming, responding and finding solutions to livelihood programming issues
• Develop livelihood work plans to include regular face-to-face support of field staff

Capacity Development

• Provide capacity building of field staff, including provision of technical resources and linkage to partners and stakeholders
• Ensure quality monitoring of all Livelihood capacity building events

Learning and Evidence Base Development,  Dissemination and Knowledge Management

• Assist research in the field as part of research team, field preparation, field supervision
• Assist DME (Design Monitoring and Evaluation) team in data interpretation and writing reports that show evidence of results and impacts
• Identify best/promising practices and success stories for documentation and dissemination
• Develop publications and/or conference abstracts based on learnings and best practice

Resource Mobilization

• Contribute to the development of project (grants and Responses) proposals that have Livelihood component
• Provide key ground data and information to the GAM (Grant Acquisition and Management) team

Quality Assurance

• Assist field staff to write, and ensure timely submission from APs of monthly/quarterly/ annual livelihood activity reports and any grant-specific reports
• Assist NO Livelihood Advisor in monitoring, supervision  and evaluation of Livelihood programs
• Ensure program alignment with TA/TP and meets minimum standards
• Technical support with DME team in designing, redesigning and elaborating logframes for Livelihood programming

Livelihood Advocacy

• Provide technical input into policy briefs: consulted for local specific context
• Obtain evidence from Livelihood programs and data from CVA (Citizen Voice in Action) to inform policy at sub national and national level
• Ensure CVA for Livelihood scaled up to a critical mass across APs

Networking, Partnering, and External Representation

• Establish and maintain liaison with sub-national Livelihood agencies (e.g. Ministry of Agriculture), institutions and other partners
• Establish partnerships with sub-national Livelihood agencies, institutions and other partners

Disaster Preparedness/HEA (Humanitarian and Emergency Affairs)

• Maintain situational awareness of actual and potential hazards at local level and bring to attention of NO Livelihood Advisor
• Guide community hazard vulnerability analysis in area of Livelihood
• Solve problems under emergency conditions
• Available for deployment for an HEA response in the regions for 4 weeks per year if needed (percent allocations per responsibility would change in such a case)

KNOWLEDGE, SKILLS AND ABILITIES

• University degree in agronomy or rural development.
• Have a good command of the following technical approaches: Farmer Field School; Group of values and savings.
• Computer literate in Word, Excel, PowerPoint, Lotus note, etc.
• Minimum of 3 years experience in livelihood program management
• Have worked in a program of assistance of the communities to their empowerment (agro pastoral activities, Income Generating Activity, etc.)
• Transfer knowledge transfer capacity through formal and informal training
• Good understanding of World Vision and Sphere relief standards.
• Strong capacity building and facilitation skills.
• Excellent French communication skills (oral and written).
• A working knowledge of English 
• A working knowledge of the local language
• Ability to work in and contribute to team building environment.
• Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
• Ability to encourage and support others to grow and develop.
