Job Description

Overview of the role and responsibilities

ROLE PURPOSE: 
The primary function of this role is to manage member and donor liaison related to new business development, support pipeline tracking and donor engagement, and facilitate the production of high quality and implementable proposals in accordance with Save the Children International (SCI) Lebanon’s strategic priorities. This role reports to the New Business Development Senior Manager and works in close collaboration with Awards, Programme Operations (Ops), Programme Development and Quality (PDQ), Monitoring Evaluation Accountability and Learning (MEAL) and Finance teams, as well as members, donors and relevant stakeholders. 
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
CHILD SAFEGUARDING: 
Level 3 - the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

KEY AREAS OF ACCOUNTABILITY:
New Business Development (NBD) and Pipeline Management

  • Support the NBD Senior Manager in donor landscape analysis, pipeline analysis, market intelligence gathering, and the identification and prioritisation of funding opportunities through regular engagement with members, donors and relevant stakeholders.
  • Track upcoming funding opportunities, donor engagement actions, direct funding leads, and proposal development processes, ensuring accurate and timely follow up with relevant teams.
  • Support early capture planning for priority opportunities, including coordination of donor intelligence, competitor analysis, partner mapping, evidence needs, and internal readiness.
  • Compile, circulate and maintain an accurate and up to date funding tracker, and support the analysis of proposal submissions, success rates, pipeline health and funding gaps.
  • Support the NBD Senior Manager and Awards Manager in tracking and implementing relevant actions to meet KPI targets.
  • Support the NBD Senior Manager in developing donor, member and stakeholder briefings ahead of specific engagement meetings.
  • Participate, alongside the NBD Senior Manager, in member, donor and stakeholder visits within the Country Office portfolio, and support follow up actions as required.
  • Ensure NBD tools, trackers, dashboards and records are consistently updated and data ready.
  • Coordinate with relevant teams to collect information required for accurate donor intelligence, competitor analysis, opportunity assessment and proposal positioning.
  • Support the development of high value or complex proposals and bids, drawing on global, regional and national expertise, and ensuring high quality submissions.
  • Support the NBD Senior Manager in the development of the Annual Donor Landscape Analysis and Quarterly Gap Analysis.
  • Support the preparation of regular pipeline, donor engagement and funding gap updates for internal and external stakeholders, including members and direct funding leads, as required.
  • Support the organization and coordination of internal after-action reviews for significant proposal submissions, ensuring learning is documented and feeds into future opportunity development.

Monitoring and Analysis

  • Coordinate with relevant budget holders, including Project Managers, Area Managers, and the Finance team, to ensure proposal budgets are correctly allocated and aligned
  • Coordinate with the Finance team and Compliance Manager on proposal budget reviews, ensuring alignment between the budget, logframe, activities, and donor requirements.

Compliance (Systems, Processes, & donor)

  • Advice and build knowledge on new donors’ compliance requirements departments on key donor requirements for proposals and concept notes, and support teams across the Country Office to ensure all proposals follow SCI processes.
  • Ensure appropriate donor formats are available in country, and that staff have a clear understanding of donor requirements and expectations throughout the award cycle.
  • Ensure potential issues and revision requests are flagged promptly to the NBD Senior Manager and relevant teams.
  • Ensure all AMS (Award Management System) records accurately reflect the current award status until award activation, with all required documentation attached.
  • Design materials and roll out training on proposal development and donor compliance.
  • Lead the documentation of proposal documents and outcomes, ensuring they are properly filed and documented for each opportunity.
  • Advise programme teams and partners on compliance related questions during the proposal development process.
  • Lead the review of donor contracts and agreements, ensuring alignment with SC compliance requirements, proposal documents, and donor requirements, and flag concerns with relevant departments.
  • Coordinate the signature of contracts and agreements with the Country Director and ensure proper filing of signed contracts.
  • Manage Gift In Kind awards by coordinating with relevant teams and departments to collect required information, communicating with donors, reflecting award information on AMS, and preparing donor reports.

Internal and External Coordination

  • Coordinate the compilation and submission of high quality, implementable proposals and concept notes to private and institutional donors and Members.
  • Launch the Go/No Go process with the Senior Management Team (SMT) for each proposal and concept note.
  • Lead the development of SCI internal templates for each opportunity, including PART, AMET, ESS, and other required templates.
  • Facilitate proposal development and design workshops.
  • Follow the Proposal Development Process RACI, ensuring that roles, responsibilities, review steps, approvals, and key proposal development actions are coordinated in line with agreed internal processes, 
  • Communicate timelines for proposal inputs and reviews with field teams, and support and monitor proposal compilation in line with Member and donor deadlines.
  • Gather inputs from Technical Advisors, MEAL, Finance, and Awards teams, as required, to support the drafting of narratives and logframes, and ensure appropriate field and SMT approvals for all submitted proposals.
  • Oversee the coordination of proposal amendments, working with relevant teams to revise narratives, budgets, logframes, and supporting documents as required.
  • Maintain effective communication with SC Members on donor related issues.
  • Coordinate with the Global teams on the development of regional proposals.
  • Support the development of needs assessments and planning documents, as required.

Capacity Building of SCI Staff Members and Partners

  • Lead the delivery of capacity building training for SCI field staff and partners.
  • Build and maintain strong working relationships across the Country Office, Members, Global Team, and Centre, escalating issues as required.
  • Support in the drafting of technical sections for proposals and concept notes, in coordination with Technical Advisors and OPS/AM.

QUALIFICATIONS 

  • Bachelor degree in Business, International Development, Finance/Accounting or similar
  • Strong written and oral English and Arabic communication skills

EXPERIENCE AND SKILLS

  • Demonstrable competence in technical writing
  • 5-7 years of relevant experience
  • Demonstrated field experience
  • Knowledge of Lebanon and the Syrian refugee context
  • Programme design skills, including capacity to prepare logical, coherent, and consistent documents including logframes and budgets;
  • Prior demonstrated experience developing proposals for institutional donors (e.g. ECHO, SDC, UNICEF)
  • Ability to work efficiently and effectively with project members in various locations and from multiple organisations, including remote writing and revising proposal documents;
  • Excellent organizational skills;
  • Ability to analyse and summarize information;
  • Ability to work calmly under pressure in a rapidly changing context;
  • Willingness and ability to travel to the field to conduct assessments and gather primary data;
  • Prior experience of facilitating multi-stakeholders workshops and dialogues;
  • Fluency in written and spoken English and Arabic;
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
  • Experience with Save the Children Award Management System (AMS)
  • Experience with NGOs in an international environment
  • Prior experience in Lebanon or the region highly desirable
