Job Description

Overview of the role and responsibilities

 

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

POSITION PROFILE

 The Danish Refugee Council (DRC) implements a comprehensive Gender-Based Violence (GBV) program across Sudan, with a primary focus on prevention, risk mitigation, and response to GBV. The program delivers specialized GBV Case Management (GBV CM) services to support survivors in accessing safe, confidential, and survivor-centered care. In addition, the program integrates targeted Psychosocial Support (PSS) interventions to address the emotional and psychological needs of GBV survivors, and affected population in need for Psychosocial support. while strengthening individual coping mechanisms. Through both structured and community-based approaches, DRC works to reduce GBV risks, enhance protection outcomes, and promote the safety, dignity, and well-being of conflict- and displacement-affected populations.

Overall purpose of the role: DRC is seeking an experienced GBV Team Leader to ensure the high-quality delivery of integrated GBV and PSS services through the provision of technical supervision for GBV prevention and response programming. The role also supports the implementation of impactful PSS interventions. This position requires strong coordination, leadership, and strategic guidance to deliver effective, survivor-centered GBV and PSS interventions for survivors and vulnerable populations at risk.

DUTIES & RESPONSIBILITIES

Responsibilities:

Enforce a strong supervision role in GBV case management and the delivery of PSS activities, including coaching, mentoring, and shadowing.
Conduct regular case file audits and survivor-centered capacity assessments.
Carry out periodic MHPSS capacity assessments.
Support the development of capacity-building plans for GBV and PSS staff.
Oversee data collection and ensure proper information management in line with GBV case management sensitive data protection protocols.
WGSS management and supervision of facilitators and community volunteers
Oversee of Dignity kits provision
GBV risk assessments and safety audits
GBV mainstreaming across Non-protection sectors within DRC.
Cash/ assistance to GBV survivors
Ensuring foundations of GBV Case management services are in place and regularly updated.

Management and Implementation

Under the supervision of the Protection Project Manager, line-manage Protection Officers (GBV & PSS) delivering GBV services, with overall responsibility for GBV caseworkers and community volunteers in the area of operation.
Ensure high-quality case management services for GBV survivors and individuals with specific needs, in line with DRC processes, SOPs, and protocols.
Ensure high-quality delivery of structured and unstructured PSS programming in accordance with DRC Sudan PSS curricula and SOPs.
Lead field assessments, safety audits, coordination with partners, referrals, and capacity-building initiatives, with support from the Protection Manager.
Ensure all activities are implemented in compliance with donor and DRC regulations.
Support project planning (work plans, procurement plans, HR plans, communication plans, and budget management).
Maintain oversight of DRC WGSS field spaces.
Technical Support
Provide technical support, supervision, and guidance to the GBV team, ensuring adherence to best practices and professional standards.
Identify technical gaps and implement solutions to address them.
Staff Management
Support recruitment, onboarding, training, and day-to-day supervision of GBV staff.
Ensure staff compliance with international protection standards and best practices.
Strengthen the capacity of GBV Officers across program activities.
Monitor staff performance, working hours, and conduct performance evaluations in line with the DRC Code of Conduct.
Grant Implementation and Reporting
Contribute to GBV proposals with field-based inputs.
Ensure timely and effective implementation of activities, including budget tracking, procurement, and reporting.
Coordination and Representation
Act as an alternate focal point for GBV programming when needed.
Attend GBV Sub-Cluster and MHPSS Working Group meetings.
Maintain strong relationships with stakeholders, partners, and service providers.
Conduct evidence-based advocacy for vulnerable populations.
Ensure up-to-date service mapping and staff awareness of available services.
Monitoring & Evaluation
Monitor and ensure achievement of targets in line with DRC and donor requirements.
Other Duties
Ensure compliance with the DRC Code of Conduct.
Participate in relevant trainings and coaching.
Perform any other duties as assigned by the Protection Project Manager.  
            SKILLS AND EXPERIENCES

Proven experience (at least 3 years) in GBV case management.
Demonstrated experience in team supervision and leadership.
Strong understanding and application of the survivor-centered approach.
Experience handling high-risk cases.
Familiarity with displacement contexts (IDPs, returnees, refugees) is an advantage.
Strong commitment to confidentiality and ethical standards.
Excellent interpersonal, organizational, and communication skills.
Ability to work independently and under pressure.
Computer literacy (MS Word, Excel, internet).

EDUCATIONAL QUALIFICATIONS: (include certificates, licenses etc.)

 •         Essential qualification

-           University degree in Gender studies, Psychology, social sciences, international law, humanitarian affairs or similar field.
