Job Description
Overview of the role and responsibilities
ROLE PORPOSE:
The Safety and Security Officer will be based in Mykolaiv city/oblast and Kherson oblast, shall be responsible for coordinating and overseeing security operational and program plans in the Safety and Security Department. He/She will work to improve the operations of security department and strengthen coordination, information sharing and surveillance activities through mutual interaction. The incumbent will report directly to the Safety and Security Сoordinator, while working closely on daily basis in collaboration with other sectors of Save the Children in Ukraine. The post holder will ensure the systematic application of safety and security management policies and procedures in the operational areas. This will include but not limited to assessments of threats and provision of advice to manage risks.
SCOPE OF ROLE:
Reports to: Safety and Security Coordinator or AD Role
Dimensions: Working within their designated area, the staff member will provide support for all activities in their region. Where necessary, they will travel to other areas, including high-risk zones, to provide support to teams in those areas and to accompany donor representatives directly.

KEY AREAS OF ACCOUNTABILITY:
Planning, implementation and Coordination
• To be responsible for planning and implementing security coordination activities in the South Area Office of Operations includes Mykolaiv and Kherson regions.
• To be responsible for the development and design of proposals and budgets addressing safety and security needs.
• To take the lead role in coordinating with the Military Administration leaders, Border Guard, governmental and local officials, territorial, paramilitary and other security focal persons on security issues at the regional level.
• Liaise with governmental and local administration officials, implementing partners and local representatives in facilitating SCI community base activities in the province.
• Establish community-based structures - representative committees as well as institutions (e.g. civil-military, traditional, cultural and other mechanisms) for monitoring, reporting and addressing insecurity and conflicts.
• Maintain regular communication with representatives of INSO, CMCOORD, OCHA, UN agencies, INGOs and NGOs
• Develop and strengthen mechanisms for peace, safety and security promotion among the host community.
• Conduct regular formal and informal consultations with community members and their leaders on the mechanisms and strategies for increasing collaboration in monitoring, reporting and responding to their safety and security concerns.
• Regular communication with partner organisations, capacity building, engagement in training sessions, support through meetings, providing information to relevant groups, overall security assessment of activities, tracking of activity locations
Monitoring, Reporting and Evaluation
• Be responsible for assessing the status and trends of the security situation, documenting major incidents at operational sites, their consequences and the current status; provide specific, relevant recommendations to field and operational mission staff.
• Prepare weekly security briefings for the southern office, conduct fortnightly security briefings for partner organisations, update interactive maps of programme departments’ and partner organisations’ activities on a monthly basis, and verify and process all travel requests in accordance with the Area Movement Request.
• Keep staff informed regarding incidents and changes in the security situation that may lead to the suspension of activities, Air Alert Management, and Headcount.
• Ensure general compliance with all security protocols, instructions and recommendations, and their effective implementation among staff. Conducting a headcount among office staff in the event of unpredictable incidents.
• Ensure staff participation in mandatory training and encourage participation in HEAT and INSO training.
Main Tasks & Responsibilities
• Ensure that all office staff comply with SCI safety guidelines in accordance with the SCI Global Safety Guidelines. • Provide safety reports to the coordinator as required and make recommendations where necessary.
• Where necessary, liaise with all other safety coordinators, civil defence personnel and local community leaders on safety matters.
• Conduct investigations necessary for the ongoing monitoring of safety issues.
• Observe and maintain security documents.
• Ensure that communication systems are adequate and maintained and provide training to staff on the use of such equipment and communications protocols.

• Assist in planning safety proposals and the budget. Act as the security coordinator where necessary.
• Perform any other general duties as requested by the on-site manager within the scope of SCI - Ukraine Operations.
• To carry out security staff performance appraisals and action planning to ensure the attainment of desired performance standards and objectives.
• To carry out any other general duties as requested by the Field Manager within the context of SCI - Ukraine Operations.
• Maintain law and order in collaboration with the Law Enforcers in crime prevention.
• Monitoring vehicle tracking to and from sites
• Participating in security briefings and meetings for security and safety representatives • Conducting induction briefings for visitors and new employees prior to departure to the site

QUALIFICATIONS AND EXPERIENCE
Required
• A degree in law or education; military rank; experience in the civil service, the police is desirable.
• At least 2 years’ professional experience in similar roles within international humanitarian organizations.
• In-depth knowledge of the collection and triangulation of security information in a humanitarian context.
• Strong interpersonal skills and the ability to work within partners • Commitment to Save the Children values and Child Safeguarding.
• Proficiency in MS Excel, MS Word, Outlook, Power BI, PowerPoint and My Maps.
Desired
• Valid deferment from military service and valid military registration documents.
• Basic written and oral communication skills, as well as the ability to draft reports in English and Ukrainian. English level: Intermediate
• Category B driving license
• Certificates in: First Aid, Fire Safety, Mine Awareness, Safety Management Fundamentals, PST, РSM
• Strong influencing skills • Politically and culturally sensitive with qualities of patience, tact and diplomacy
