Organizational Context and Scope
Under the overall supervision of the Localization and Partnership Officer, technical supervision of the Senior Resources Management Officer and the direct supervision of the Finance Officer (Compliance), the successful candidate will be responsible for supporting the coordination and implementation of assigned Implementing Partners (IPs) aspects for sound, transparent, reliable, and accountable IPs’ financial resources management.
Responsibilities
Implementing Partner (IP) Selection
-
Support in the review of IP selection call for proposals.

As appropriate, represent Resource Management Unit (RMU) in the Implementing Partner
-
Selection Committees (IPSCs).
-
Provide support to the Partnership and Localization unit to maintain an archive for all IP selection process documentation.
Implementing Partner (IP) Budgets
-
As assigned, review IP budgets for reasonableness, accuracy, compliance with IOM and donor Rules and Regulations.
Implementing Partner (IP) Capacity Assessment
-
Coordinate with relevant Programs staff to conduct IP capacity assessments/due diligence.

Maintain an archive for all IP capacity assessment reports.
Implementing Partner (IP) Spot-checks
-
Conduct midterm and final project spot-checks of original financial documents.

Maintain an archive of all spot-check reports.
Implementing Partner (IP) Procurement
-
Witness Ips’ tender opening and evaluation process, if required.
Implementing Partner (IP) Fraud Awareness
-
Recommend mechanisms to prevent fraud and corruption among Ips.

Work to create awareness among Ips on available fraud reporting channels.
Implementing Partner (IP) Financial Management
-
Support in ensuring that all supporting documents of IPs are received and properly archived for future audit purposes.

Review IP financial report to ensure completeness and compliance with the requirements as outlined in the Partnership Implementation Agreement.

Perform such other duties as may assigned.
Qualifications
Required Qualifications and Experience
Education
-
University degree in Business Administration, Economics, Accounting or a related field from an academic institution with five years if relevant professional experience.

High School Diploma with six years of relevant work experience;
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
-
Experience in financial management. Experience in Non-Governmental Organizations (INGOs/NGOs) is an added advantage;

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages;

Proven working experience in compliance processes and procedures
Skills
-
Knowledge of UN and bilateral donor programming.
-
Knowledge of financial rules and regulations.

Knowledge of International Public Sector Accounting Standards (IPSAS).
