Organizational Context and Scope

Under the overall supervision of the Protection Programme Coordinator in Moldova and the direct supervision of the Protection Project Coordinator; and in collaboration with other units at IOM Moldova, the Senior Project Associate (Information Management) will be supporting the effective and timely implementation of Protection programme activities in Moldova with a focus on information management, data coordination, reporting quality assurance, and support to partner coordination processes.

The position is primarily focused on providing technical support and contributes to supporting programme implementation through accurate data, consistent reporting, and effective information flows across Protection sub- units and implementing partners, in line with IOM standards and donor requirements.

The incumbent will also provide support in coordinating processes related to implementing partners (IPs), including data management, monitoring inputs, and administrative follow-up, while maintaining compliance with IOM procedures and tools. 

Responsibilities

  1. Information Management and Data Systems

    Support the implementation, maintenance, and continuous improvement of programme data management systems and databases.

    Support the systematic collection, consolidation, validation, and storage of data from field teams, implementing partners, and internal units.

    Maintain centralized databases (including KOBO and case/data systems), promoting accuracy, consistency, and compliance with IOM data protection standards.

    Support harmonization of data systems across units and alignment with donor and inter-agency reporting requirements.

     

  2.  Data Collection, Quality Control and Analysis

    Provide technical support to data collection processes, including field-level and partner-level data flows.

    Apply data quality control checks (including 5W data and indicators) to promote completeness, consistency, and reliability.

    Compile and analyse datasets to support programme monitoring, reporting, and evidence-based decision-making.

    Generate regular data summaries and analytical inputs for internal and external use.

     

  3.  Reporting and Data Compliance

    Support preparation, consolidation, and review of narrative and data reports, promoting alignment between activities, indicators, and results.

    Cross-check data submitted by different sources (MPTs, partners, units) to support consistency and compliance with donor requirements.

    Liaise with PSU to support adherence to reporting timelines, formats, and monitoring frameworks.

    Support development and use of standardized reporting templates and tools.

     

  4. Support to Implementing Partner (IP) Coordination Processes

    Provide technical and administrative support throughout the implementing partner (IP) management cycle, in line with IOM procedures and tools.

    Support processes related to selection of partners, including documentation review and consolidation of inputs.

    Assist in the preparation and processing of service agreements and contract documentation.

    Track partner deliverables, reporting submissions, and compliance with contractual requirements.

    Support monitoring of partner activities through review of reports, data submissions, and follow-up with partners on clarifications.

    Maintain organized records of IP documentation (contracts, reports, amendments, monitoring tools).

    Support information exchange between IOM partners to facilitate smooth implementation.

     

  5. Operational and Monitoring Support

    Support tracking of programme activities and outputs implemented by field teams and partners.

    Contribute to monitoring tools and follow-up mechanisms to support proper documentation and reporting activities.

    Provide administrative and technical support for coordination meetings, reporting exercises, and data reviews.

     

  6. Capacity Building and Technical Support

    Provide technical support to staff and partners on data collection tools (e.g. KOBO), reporting formats, and information management processes.

    Support basic trainings and guidance sessions on data collection methodologies and reporting requirements.

    Promote standardized data management practices across units and implementing partners.

     

  7. Undertake duty travel based on programme needs

  8. Perform such other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in social sciences, Information Management, Data Science,  Statistics, or related fields from an accredited academic institution with four years of relevant experience; or

  • High school diploma with six years of relevant professional experience.

     

Experience

  • Work experience in humanitarian response, development, or protection programming. 

  • Experience in data management, information management, monitoring or reporting in humanitarian or development settings, including work with databases and data collection tools (e.g. KOBO or similar platforms),  and experience in data quality control, reporting, and information analysis.

  • Work experience in liaison and coordination with non-governmental organizations. Experience with NGOs working in the field of GBV, women’s rights, and anti-trafficking is preferable.

  • Experience in liaison and cooperation with governmental authorities, UN partners, and NGOs, as well as internal and external stakeholders.

  • Previous experience supporting traineings and capacity-building activities.

  • Previous work experience in IOM or a UN agency is preferable.

 

Skills

  • Knowledge of humanitarian response planning and general understanding of humanitarian response structures.

  • Good knowledge and general understanding of NGO networks and the operational environment in Moldova.

  • Ability to learn quickly new thematic areas and workstreams related to the protection work of IOM in a variety of contexts and in coordination with other units.

  • Proficiency in MS Office (especially Excel) and experience working with databases and data tools.

  • Ability to compile, analyse, and present data in clear and structured formats.

  • Good organizational and coordination skills with attention to detail.

  • Ability to work across teams and follow processes accurately.

 

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

REQUIRED

For this position, fluency in English, Romanian and Russian is required (oral and written).
