Job Description

Organizational Context and Scope

The International Organization for Migration (IOM) in Libya has been operating in the country since 2006, supporting the Government of Libya and affected communities through a comprehensive range of humanitarian, stabilization, and migration management activities. IOM Libya’s work focuses on providing direct assistance and protection to migrants, internally displaced persons, returnees, and host communities, while strengthening national capacities in areas such as migration governance, border management, health, mental health and psychosocial support, displacement tracking, and voluntary humanitarian return. Through close coordination with national authorities, UN agencies, donors, and civil society partners, IOM Libya contributes to saving lives, promoting humane and orderly migration, and supporting recovery and longer‑term solutions across the country.

The IOM Supply Chain Unit supports the organization’s global humanitarian operations by ensuring timely, compliant, and cost‑effective delivery of goods and services. It manages end‑to‑end supply chain functions including procurement, warehousing, inventory, transport, and last‑mile delivery while maintaining strong coordination with country and regional offices. The unit enables rapid emergency response through established supply pipelines, strategic vendor agreements, and partnerships with UN agencies and government counterparts. It also strengthens operational efficiency and compliance by promoting best practices, risk management, and capacity‑building across missions. This TOR is developed within this operational framework to support ongoing improvements and ensure accountable delivery of assistance.

Under the direct supervision of the Supply Chain Officer, the overall supervision of the Head of Supply Chain unit, and in close collaboration with various project managers, the successful candidate will provide support and be accountable for implementing the supply chain activities for the IOM Libya Mission.

Responsibilities

  1. Assist the Supply Chain Officer in overseeing housekeeping functions by ensuring that office and compound premises are maintained in a clean and orderly condition, supervising cleaning personnel, maintaining leave plans and schedules, and assigning tasks as appropriate.

  2. Assist in maintaining inventory records for small/minor items that are not recorded in WAVE as assets (e.g.: consumables, cleaning supplies and office supplies) and ensure timely replenishment to avoid any stock outs.

  3. Assist with ensuring the proper schedules are maintained for Generator servicing or maintenance in IOM Tripoli offices and update the log sheets. 

  4. Assist with facility management in IOM Libya Tripoli office by conducting regular facility checks and make recommendations for any repairs or maintenance needed for the facility in the compound.

  5. Assist the Supply Chain Officer in overseeing housekeeping functions by ensuring that office and compound premises are maintained in a clean and orderly condition, supervising cleaning personnel, garbage disposal maintaining leave plans and schedules, and assigning tasks as appropriate.

  6. Assist the Supply Chain Officer with Preparing the   office lease contracts and rental agreements and its amendments

  7. Undertake any other duties within the incumbent's capabilities that might be assigned by the Head of Supply Chain Unit and Supply Chain officer.

Qualifications

Required Qualifications and Experience

Education

  • University degree in Business Administration, Procurement and Supply, Management or a related field from an accredited academic institution, with two years of relevant professional experience;

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • A minimum of two years of progressively responsible professional experience in Housekeeping  is required.

    • At least two years of professional experience in Housekeeping or a related area, within the UN common system or in an international public organization, is desirable.

    • Proficiency in Oracle, MS Office applications such as Word and Excel; knowledge of other applications such as, PowerPoint and Visio will be helpful.

    • Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints, accurate and detail oriented.

    • Team player; ability to work effectively with different levels within and outside the organization and with colleagues from varied cultures and professional backgrounds.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Fluency in English and Arabic is required. Working knowledge of French is an advantage
