This is an expedited recruitment process open only to:

Organizational Context and Scope
Under the overall supervision of the Chief of Mission, in close coordination with the Senior Emergency Coordinator, and the direct supervision of the Programme Officer (CCCM), the Project officer (CCCM) will be responsible for the implementation of the International Organization for Migration (IOM) Camp Coordination and Camp Management (CCCM) activities in camps and host communities in Haiti.  

Responsibilities

  1. Implement and monitor administrative and operational activities of approved CCCM projects in designated areas.
  2. Support and maintain coordination mechanisms for service provision at site level.
  3. Participate in needs assessments at site level to help identify population needs and available services.
  4. Assist in operationalizing Community Resource Centres (CRCs) in host communities to facilitate access to services and assistance, including information, service referral and participation, for displaced persons living with host families.
  5. Track and follow up on the maintenance of site infrastructure.
  6. Provide technical inputs for site development and risk mitigation in close coordination with the Shelter and WASH teams.
  7. Map safety risks in and around displacement sites when feasible.
  8. Support contingency planning efforts based on various population movement scenarios.
  9. Supervise CCCM national officers and field assistants involved in the implementation of CCCM activities.
  10. Monitor the quality of work of IOM's site management implementing partners (IPs).
  11. Review IP narrative reports and verify consistency with field-level observations and data collected by IOM teams.
  12. Follow up on the administrative processing of IP payment requests, in compliance with contract terms and donor requirements.
  13. Contribute to the design and delivery of training or capacity-building activities for IPs to help strengthen their technical and operational performance.
  14. Monitor community-based feedback and complaint mechanisms in displacement sites and host communities, including through CRCs, checking that these mechanisms are accessible, confidential, and inclusive, and enable participation from women, children, elderly people, and individuals with specific needs.
  15. Coordinate the setup of multiple channels for feedback and complaints (e.g., suggestion boxes, information desks, hotlines, community meetings).
  16. Regularly collect and analyze feedback in a timely and appropriate manner, proposing appropriate responses.
  17. Use feedback data to assist in informing programmatic adjustments and improvements to service delivery quality.
  18. Maintain a comprehensive camp information management system aligned with CCCM Cluster and inter-cluster guidelines, including the collection and use of sex- and age-disaggregated data.
  19. Share information with relevant stakeholders in a manner that complies with data protection and confidentiality standards.
  20. Provide data and updates to contribute to internal and external reporting and coordination systems.
  21. Participate in CCCM Cluster meetings and other relevant coordination fora.
  22. Maintain working relationships with national and local authorities, civil society, and relevant stakeholders, ensuring effective coordination and information exchange.
  23. Provide technical inputs to support the development and implementation of IOM's CCCM Standard Operating Procedures.
  24. Perform such other duties as may be assigned.

Qualifications

Required Qualifications

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or, 
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Proven experience in implementing and managing CCCM or related humanitarian programmes (e.g. shelter, protection, WASH);
  • Experience working in camp and out-of-camp (host community) settings in emergency or post-crisis contexts;
  • Experience in supervising field teams and working with implementing partners (IPs), including contract and financial oversight;
  • Demonstrated ability to design and manage community engagement activities, including feedback mechanisms and inclusive participation;
  • Experience in conducting multi-sectoral assessments, planning interventions, and coordinating service delivery; and,
  • Proven ability to work with national/local authorities and humanitarian actors, particularly in inter-agency coordination forums.

Skills

  • Strong project coordination and field-level operational skills;
  • Excellent team leadership, staff supervision, and partner management capabilities;
  • Good knowledge of humanitarian architecture, cluster coordination, and standards;
  • Ability to work under pressure and adapt to rapidly changing environments;
  • Excellent communication, facilitation, and negotiation skills with diverse audiences;
  • Proficiency in MS Office (Word, Excel, Outlook, PowerPoint); knowledge of Kobo, ODK, or other mobile data collection tools is an asset; and,
  • Strong analytical and problem-solving skills; ability to synthesize and act on feedback and data.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) and/or Haitian Creole is an advantage. 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
