Job Summary:

FHI 360 is seeking a Monitoring, Evaluation and Learning (MEL) Officer responsible for Maternal, Neonatal and Child Health(MNCH) for the EpiC project to be implemented in Liberia in four counties: Montserrado, Nimba, Lofa, and Bong. Under the supervision of the Technical Advisor for Strategic Information, the Monitoring, Evaluation and Learning (MEL) Officer will support the implementation and strengthening of Monitoring, Evaluation, and Learning (MEL) systems for Maternal, Newborn and Child Health (MCH), PMTCT, community health, and related health system strengthening interventions under the EpiC project in Liberia.

The officer will support routine data collection, management, analysis, reporting, data quality improvement, and data use activities across supported facilities, communities, counties, and national-level programs.

The role will also provide operational support for health information systems and digital reporting platforms, including DHIS2, Open mSupply, LMIS, and other electronic systems to improve reporting quality, commodity visibility, accountability, and evidence-based decision-making.

The MEL Officer will work closely with the Senior Informatics Officer, program teams, facility staff, County Health Teams, MOH departments, and implementing partners to strengthen data systems, reporting processes, dashboards, supportive supervision, and continuous quality improvement initiatives.

Duties and Responsibilities

• Support the implementation of MEL activities for HIV (PMTCT) and RMNCH health programs.
• Support routine collection, compilation, validation, analysis, interpretation, and reporting of program data.
• Assist in preparation and submission of weekly, monthly, quarterly, semi-annual, and annual reports.
• Support tracking and reporting of donor and national indicators, including United States Government (USG), Global Fund, and MOH indicators.
• Ensure timely, complete, and accurate reporting from supported facilities and community structures.
• Support maintenance and updating of indicator trackers, reporting tools, and databases.
• Conduct routine data verification, validation, triangulation, and data quality checks.
• Support implementation of Data Quality Assessments (DQAs), routine data reviews, and supportive supervision activities.
• Identify reporting discrepancies, incomplete records, duplicate entries, and inconsistencies, and support corrective actions.
• Participate in routine data review meetings, situation room discussions, and performance monitoring sessions.
• Support generation of data summaries, scorecards, dashboards, and presentations to promote data use for decision-making.
• Document lessons learned, best practices, and key program performance trends.
• Work closely with pharmacy (health facility – mSupply), clinical, and M&E teams to strengthen commodity reporting and accountability.
• Support development and updating of electronic data collection tools, templates, trackers, and reporting systems.
• Conduct onsite mentorship, coaching, and supportive supervision for facility and community-level staff.
• Provide routine technical assistance to supported sites to improve reporting performance and system use.
• Assist in generating routine dashboards, charts, graphs, and presentations for program monitoring.
• Support tracking of key HIV (PMTCT), MNCH, community health, and supply chain performance indicators.
• Work closely with MOH departments, County Health Teams, facility teams, and implementing partners.
• Participate in technical meetings, data review sessions, and program coordination activities.
• Facilitate routine data review meetings and support development of action plans to address identified program performance gaps.
• Support coordination of MEL activities across HIV (PMTCT), MNCH, and digital health implementation areas.
• Maintain strong working relationships with stakeholders to support reporting compliance and data improvement initiatives.

Competencies:

• Knowledge of monitoring, evaluation, and strategic information systems. Understanding of HIV (PMTCT), RMNCH, and community health indicators. Knowledge of data quality assurance and reporting processes. Ability to analyze and interpret routine health data.
• Proficiency in Microsoft Excel, DHIS2, PowerPoint, Word; exposure to Open mSupply or LMIS is an added advantage.
• Experience with Liberia RMNCH data collection tools and reporting platforms preferred.
• Strong analytical and organizational skills.

Required Qualifications:

• Bachelor’s degree in public health, Monitoring & Evaluation, Health Informatics, Statistics, Epidemiology, Information Systems, Computer Science, Health Information Management, or related field.
• Minimum of 3–5 years of relevant experience in MEL, Strategic Information, health informatics, or health data management.
• Experience supporting HIV (PMTCT), MNCH, or donor-funded health programs preferred.
• Experience working with DHIS2, LMIS, Open mSupply, or electronic reporting systems preferred.
• Experience conducting data quality assessments and supportive supervision activities.
• Familiarity with Liberia MOH reporting systems and donor reporting requirements is an added advantage.
• Experience working with county and facility-level health systems preferred.
